Opening of public consultation for expressions of interest in the allocation of connection capacity to the public electricity grid for electricity consumption facilities in the High Demand Zone of mainland Portugal

Order No. 1135/2026, of 2 February, recognises, under the terms of its paragraph 1 and pursuant to paragraph 8 of Article 2 of Decree-Law No. 80/2023, of 6 September, in its current wording, the mainland territory covered by the Public Service Electricity Network (‘RESP’) as a High Demand Zone (‘ZGP’) for the purposes of allocating connection capacity to the RESP for electricity consumption facilities.

Requests for access to networks for electricity consumption facilities covered by Decree-Law No. 80/2023 and Ordinance No. 15/2026/1 of 9 January are subject to the exceptional procedure for allocating connection capacity to the RESP provided for in those legal instruments (‘Procedure’). 

Thus, under the terms and for the purposes of paragraphs 1 and 2 of Article 4 of Decree-Law No. 80/2023, in its current wording, and Article 4 of Ordinance No. 15/2026/1, the opening of the public consultation on the Procedure associated with the ZGP defined under the terms of the above-mentioned order is hereby made public. Interested parties wishing to obtain connection capacity to the RESP must submit their expressions of interest within 20 (twenty) working days of the publication of the corresponding announcement in the Diário da República (Official Gazette), in accordance with the terms set out in the annexes thereto, which form an integral part thereof.
