Meeting with Retailers Marks 20 Years of the Liberalized Market
An event held on May 13 at the Museu do Oriente in Lisbon to discuss the current and future challenges facing the electricity market.

The event featured a roundtable discussion with Eduardo Teixeira (ERSE), Paulo Afonso (E-REDES), and Paulo Miguel Santos (OLMC), focusing on the evolution of the liberalized market. Throughout the discussion, participants highlighted the progress made since the market’s creation, marked by the establishment of rules, the adaptation of systems, and the building of consumer trust.

The speakers highlighted the importance of network automation and digitization to support the growing number of customers and ensure equal access among market participants, as well as the resilience demonstrated by the sector in challenging situations, always ensuring the continuity of electricity supply.

After the break, the session focused on key regulatory and operational developments, with an increasing emphasis on the role of data in market operations. Gonçalo Ferreira Silva highlighted the changes to the new Metering Guide, which enhance the quality and reliability of information, bringing estimates closer to actual consumption. The new electric mobility regulation, presented by Pedro Felício and Luís Carlos Mendes, introduces a more integrated model, in which charging points are now treated as network delivery points, with a direct impact on management and billing. Pedro Valente also highlighted the need to evolve systems to respond to the increase in data and the growing complexity of the sector, ensuring greater agility, quality, and responsiveness. 

This was followed by a presentation by Sara Miguéis, who addressed the issue of energy theft—a problem that has been growing in prevalence—explaining the procedures followed in such cases and what happens when the customer fails to settle the debt. Next was Lisete Gonçalves, who highlighted the importance of keeping customer contact information up to date, noting that errors in this information ultimately compromise critical communications and cause operational problems. Ana Margarida Rodrigues provided an update on the business, demonstrating how smart grids—now extended to residential customers—are enabling more remote operations, better data quality, and greater billing stability, even amid the growth of new models such as self-consumption and electric mobility.

The meeting concluded with closing remarks by António Amorim, who emphasized the importance of continuing the collaborative efforts among the various stakeholders, with a focus on adapting to a constantly evolving market.
