What is the Electrointensive Customer Statute?

The Electrointensive Customer Statute is a scheme created to support industrial installations with high electricity consumption and which are exposed to international trade. This status allows access to benefits such as reduced tariff charges (Costs of General Economic Interest - CIEG) and risk coverage mechanisms for long-term renewable energy contracts, promoting competitiveness and the energy transition.

What's new with Ministerial Order 203-A/2025/1

The new ordinance, published in April 2025, amended and strengthened the existing regime, with particular emphasis on:

  • Extended validity of membership contracts: they will now last 3 or 4 years, replacing the previous annual renewal.
  • Conditional membership: companies with less than three years of activity can join the scheme, provided they fulfil the requirements in the following three years.
  • Mandatory energy audits and/or energy management systems for companies not covered by the Intensive Energy Consumption Management System (SGCIE).
  • New eligibility criteria, including:
    • Consumption ≥ 1 GWh per year, with ≥ 40 per cent during off-peak or over-peak periods.
    • Degree of electro-intensity ≥ 1 kWh/€ of Gross Value Added (GVA).

Perguntas frequentes

  1. Companies with status valid in 2025 can apply to convert to the new regime until 31 May 2025, via the Electrointensive Customer Portal of the Directorate-General for Energy and Geology (DGEG).

    If they fail to do so, they must submit a new application for renewal under the previous terms by 15 June 2025.

  2. For the purposes of joining or renewing the status, electro-intensive customers must request consumption data from the Distribution Network Operator (DSO). This request should be made via the ‘Contact Us’ area of the E-REDES website, selecting ‘Readings and Consumption’ as the reason for contact.
