Allocation of Capacity Reserve

The allocation of capacity reserve for the UPPs, according to Decree Law 15/2022, is made through prior registration.

The request for the allocation of capacity reserve for injection into RESP for the UPPs depends on the prior provision of a guarantee to ensure that the interested party obtains the prior control certificates.

Prior Registration

In prior registration, the application is submitted on the electronic platform of the Directorate General for Energy and Geology (DGEG).

Subsequently, DGEG requests an opinion from the DSO on the existence of technical conditions for connection to the grid.

DGEG then issues proof of prior registration, with or without connection conditions.

When the opinion is favourable and the applicant has the conditions for connection, the Prior Control Certificate is issued by DGEG, with which the request for connection to the RESP is subsequently initiated.

Provision of Guarantees

To make the request for the Allocation of Capacity Reserve for injection at the RESP, it is necessary to previously provide a deposit, aimed at guaranteeing that the applicant obtains the prior control titles.

The value of the deposit, to be provided to the DGEG, corresponds to € 5,000.00 per MVA of reserve capacity to be allocated.

The deposit to be provided by the applicant may take the following forms:

  • Bank guarantee;
  • Surety bond;
  • Bank deposit, in an account held by the licensing entity, destined exclusively for this purpose.

After the bond has been given, the Prior Control Certificate is issued. 

In order to start the process for connecting the UPP to RESP, the applicant must be in possession of the Previous Control Certificate, issued by DGEG.

In order to start the process for connecting the UPP to RESP, the applicant must be in possession of the Previous Control Certificate, issued by DGEG.

The request is submitted to the Distribution Network Operator.

Retrofitting

The Retrofitting of an Electricity Generating Centre (CE) consists in the total or partial replacement of the generating equipment of the renewable primary source CE, without changing the deployment polygon of the pre-existing CE.

All renewable energy source CEs can be retrofitted.

With the exception of hydroelectric plants with a connection power exceeding 10 MVA, the total retrofitting of the CE may increase its connection power, once only, up to a maximum of 20% of the connection power initially allocated.
