Temporary low-voltage electrical installations allow construction work connections as well as occasional connections. Get to know them in detail.

Construction work power connections

This type of power connection for the supply of temporary facilities is typically intended for repair work, equipment testing, construction works and sites.

The obligation to connect temporary installations is conditional on the availability of the distribution power network and compliance with current legal and regulatory norms and can not jeopardise the normal operation of the network or constitute a danger to persons and goods.

These installations must comply with the provisions of Decree-Law No. 96/2017 of 10 August, where they are classified as type C electrical premises of temporary nature.

The requests are made through the service channels, according to the rules for connection to the low voltage electrical network, and the following documents are required:

  • Taxpayer's Card (NIF or NIPC) and citizen's card or passport;
  • Licence of works issued by the Municipality;
  • Electrotechnical sheet with the requested power to the network, signed by the technician in charge;
  • Geographical coordinates of the energy reception point or location plan at the appropriate scale;
  • Statement of conformity of the execution or statement of responsibility for the execution of electrical installations, under the terms of Decree-Law 96/2017, regardless of the value of the requested power.

The statement of responsibility to be used for the realisation of the work is defined in Order 28/2018 of the General Direction of Energy and Geology (DGEG) dated 15 May.

If the requested power exceeds 41.4 kVA, the following will also be required:

  • Statement of responsibility for the operation in accordance with item f) of paragraph 1 of Article 15 of Decree-Law 96/2017;
  • Request prior technical conditions of connection to the network.

Although the installation is of a provisional nature, the connection to the network will be established in accordance with the technical regulations in force.

The installation and dismantling of the temporary connection line to the network is the responsibility of the applicant, executed through a qualified contractor.

If it is possible, the extension line can be executed permanently, following the same steps as a normal connection to the low voltage network.

The start of the electricity supply can only happen once all the demands and requirements have been fulfilled and after the conclusion of a contract with an energy supplier.

 

Occasional Power Connections

Occasional connections to the power network are intended for circuses, fairs, parties, street shows and similar events.

The obligation to connect occasional installations is conditioned by the existence of availability of power from the distribution network, compliance with current legal norms and regulations and cannot jeopardise the normal operation of the public network, nor jeopardise the safety of persons and goods.

These installations must comply with the provisions of Decree-Law no. 96/2017 of 10 August, where they are classified as electrical installations of type C of a temporary or itinerant nature.

The requests are made through the service channels, and the following documents are required:

  • Data of the installation owner, name, shipping address, NIF, telephone and e-mail;
  • Authorisation of the competent administrative entity, namely municipality, parish council, police, maritime delegation, or other;
  • Electrotechnical sheet with the requested power to the network, signed by the technician in charge;
  • Statement of conformity of the execution or statement of responsibility for the execution of electrical installations, regardless of the amount of power requested, under the terms of Decree-Law 96/2017;
  • Geographical coordinates of the energy reception point or location plan at the appropriate scale;
  • Date to connect and disconnect the network, day and time, within normal hours.

The maximum duration of a possible connection shall be determined by the authorisation issued by the competent administrative authority.

The branch for connection to the electric grid is of a private nature and will be done by the applicant in accordance with the technical standards in force, being responsible (as well as the technician) for the execution, operation, conservation and disassembly. The border point between the public network and the private network is at the point of connection to the network.

The technician responsible for the execution must carry out the necessary tests and checks to ensure the safety and correct operation of the installations, with a view to their operation, safeguarding compliance with the conditions established in the support document for occasional connections

The supply of energy can only take place after all demands and requirements have been fulfilled and after conclusion of the energy supply agreement with an energy supplier.
